I assume he wants to be reinstated.
If so then it is fine with me and good for the curia.
Resigning your 'commission' as a civitate is not something to be treated lightly and therefore should mean your resignation is serious, final. If you resign then you should have to earn it back, because you are the one who voluntarily resigned it.
Now, Tostig does deserve the rank, but should still have to earn it back non the less

I don't think reinstatement is a precedent we'd want to set. That said, I have no problems with re-patronization. If a former Civitate is patronized I would assume the Consilium de Civitate would consider his resignation and motivation for wanting to return.

If Tostig wants his rank back then he shouls undergo the patronization process again as we really should be very carrefull about setting such a big old precedent outside of the rules. Maybe next Ferrets wants to be "reinstated" in place of looking for patronage...

Reinstatement should be treated on a case by case basis, simple as that.

Because when I asked him he said "Froffle" (which is his english version of ROFL, meaning "****ing rofl".)

Then he should find a patron. That is consistent and fair to the Civitates who may have at some time considered resigning and either left quietly or decided to stay without a fuss. It was a political statement he was making. I'm sorry, but re-instating that makes his statement only lose credibility. So if he wants to be re-instated, that looks like he's backing down.
That said, I don't really care if he follows the patroning procedure or not to be made civitates again. Part of me agrees with Muizer and Mudd, another part of me sais "Ach, what the hell..."
His patron is and always was Garb. The people who have considered resigning havent so that is not relivent. And the only person who I can think of who has resigned for whatever reason quietly or not is Epistolary Richard. Before that, Boris. So I dont think this matters.
