Default Couple of Questions about Conquered Settlements

    A couple of questions:

    - I was wondering if buildings with a positive effect (i.e. a slave market, or a land clearing, or something that gives a public order bonus) still give it if the city gets conquered by another nation. For example, if I
conquer a dwarven city with the Dark Elves, will their elder halls give me a public order bonus or not?

    - Having built the required military structures in a conquered city, what is it that influences if "national" troops are available for recruiting or not?
I thought it was religion but it looks like it's not: playing as Dwarves I had settlements with a negative percentage of religion where I could train units (for example Nuln and Uzulak) and settlements with a positive percentage of religion where I couldn't train national units (some of the Border Princes territories).
So what is it that makes national units available for recruiting?

    Thanks

I honestly cant remember what difference those buildings would make. However in regards to the dwarfs, there are some cities in the empire that have dwarfen districts which allow the recruitment of 4 basic dwarf units, but nothing else. Everywhere else requires the necessary level of dwarf religion.

So availability of national troops for recruitment is tied only to religion?
