Mouse sticking

I'm kind of hurried right now since i have to leave in less than a minute and dont have interenet access at work. Basically my problem is that my mouse is sticking in place for about half a second sometimes, in any game, and sometimes on my desktop. It's not freezing, just the mouse itself is getting stuck while everything else keeps running. Thanks in advance.

Presume this is an optical mouse and not an old fashioned one with a roller ball? First step is always eliminate the hardware from the equation, test the mouse with another pc/laptop, if you have access to another mouse test with that. If it is an old fashioned roller ball the rollers often get clogged up with crap that needs to be removed. If its an optical mouse check you don't have something obstructing the beam like a hair.
