Change the value in descr_strat. No particular advantages or disadvantages. It just depends on how fast you want the campaign to progress.

The only real difference is that you have more/less turns to play and IIRC your characters age slower/faster depending on if you up- or down-scale it. And year-timed events like invention of gunpowder and such can take longer/quicker to get to.

It makes many minor differences.
First of all, the '2 years per turn' was bugged because it would not simulate summer and winter accurately. You had summers one year and winter two years later. It was probably meant to be simulated as '6 months per turn' as in RTW and ETW, but CA never fixed it and left it to us to fix it.
Secondly, you get more turns to play around before reaching the time limit. If timescale is 2 years per turn, you will have to rush around if you wish to win. You will get gunpowder faster, Mongols and Timurids will come faster, but all at their intended time. So in other words, it is time that will arrive faster. When you set it to 6 months per year, you will have time to play on your own pace and your own way.
Thirdly, characters will age up and die faster. This is another cause of 'faster' time flow.

Aging isn't related to timescale. To change aging you need to insert a script into campaign_script.txt which messes with the seasons.

Rosario is right: in vanilla M2TW characters age 6 months per turn, but 1 turn actually means 2 years; So a character that died at 60 actually lived 240 years. When I played vanilla I just couldn't keep it that way and changed the timescale to 0.5 (so that 1 turn = 6 months), but this isn't better as the mongols will arrive very late (not to talk about the timurids) and events happen very late also.
