Installed Batlle AI and discovered the crash happens only when I attack settlements. On a normal battle it doesn't.
I think you have a bad install, you need to remove SS, re-install with UAC disabled, sadly that's the end of this campaign, but you might try this:
'I'm running 6.4 on Windows 7, and I was running the game in compatibility mode for WinXP Pack 3. After turning off compatibility mode, my fatal graphic errors went away. No idea why, you'd think it would help. If someone else could try this that'd be great'.

nope, still doesn't work.
I want you to delete SS, then do a Registry Clean and a Clean Up. Then check that the file sizes of your downloads equal what they should be. Then disable the UAC and create a Folder in your main drive, mine is C, call it Stainless Steel, install 6.3, then 6.4 to this folder. The folder you create must be in same drive as your MTW2
