    Fortress 4600
    IIRC it was 4500

    PS Put a general with high chivalry to govern it for the population to increase faster.

    Also, 9000 for citadel and 800 for town.

    <level name="village" base="400" upgrade="800" min="400" max="1500"/>
    <level name="town" base="800" upgrade="2000" min="400" max="3500"/>
    <level name="large_town" base="2000" upgrade="6000" min="400" max="9000"/>
    <level name="city" base="6000" upgrade="12000" min="400" max="18000"/>
    <level name="large_city" base="12000" upgrade="24000" min="400" max="36000"/>
    <level name="huge_city" base="24000" min="400" max="72000"/>
    <!-- castle -->
    <level name="moot_and_bailey" base="400" upgrade="0" min="400" max="1500"/>
    <level name="wooden_castle" base="400" upgrade="0" min="400" max="3500"/>
    <level name="castle" base="1500" upgrade="4500" min="400" max="9000"/>
    <level name="fortress" base="4500" upgrade="9000" min="400" max="13500"/>
    <level name="citadel" base="9000" upgrade="18000" min="400" max="18000"/>

    It's not a .txt file. It's an .xml file. Perhaps that might help refine your search? It's located directly in the data folder.

    It must be hidden or something. I couldn't find it. Thanks anyway.

    I think you might need to unpack the game, here you will find most tools to mod the game.

    You have to unpack the game if you're using vanilla.

    No. Danger is if you edit files and you mess up. Always make backup before editing files.

    I've noticed that after you upgrade it to a Citadel, if you stop your mouse over the population number it will informs you that the next level will be at 18000, but I've never been able to reach that, what would then upgrade at 18000? Has anyone ever managed to reach such level?

    I think it just represents the maximum limit of population, because I think depending on these limits the squalor is calculated. Citadels can't reach so high because there are no buildings which give health/happiness bonuses to increase the growth. You'd need a super chivalrous general, but after he dies the citadel will have -2% growth rate for example and it will drop back to 10-12k population

    There is nothing to upgrade more. Huge city/Citadels are final levels.
