    Default Rise of The Netherlands

    New proposal
    Game Guide and Rules

    The Game
The game follows the struggles of the Republic of the United Netherlands in the 1600's, an age of colonization and great struggles. You will take a seat in the Staten Generaal (the Government). You'll be able to command an army be a rich merchant or just colonize the world! decide now and join Rise Of The Netherlands !

    Politics
The Government As the Netherlands is a democratic republic will all important decisions be made in the Staten Generaal, the Dutch version of a federal government. Members can there put forward proposals for new laws, suggest policies for the Republic, etc. All players are members of the Staten Generaal. There are also minister offices that players can hold. These are:

    Ministerial Offices Stadthouder:
In times of war the Government will be able to elect a Stadthouder that would be head of state/dictator. He can in war times impose laws without the need to go through the Staten Generaal and is the supreme commander of all military forces of the Netherlands. He can also veto bills, just like the Prime Minister. The title is awarded for life, but he can lose the title if the Government decides to do so. In times of peace he loses most of his abilities as the command of the military forces are handed back to the Minister of War and the Minister of Navy. Only a Noble can be elected to this office.

    Prime Minister:
The Prime Minister is the head of government and the most powerful person in the the Republic. He can propose laws but cannot vote, but if there would be a tie he can vote and therefore decide if it passes. He also has the right to veto bills.

    Minister of War:
He is in charge of the Army and handles the administration of it.

    Minister of Navy:
Supreme commander of the Navy and in charge of the administration of it.

    Minister of Colonies:
In charge of all colonies and is the line between them and the Dutch Government.

    Minister of Treasure:
Handles the treasury of the Republic.

    Minister of Foreign Affairs:
In charge of all diplomatic affairs with other countries. Negotiates about trade agreements, alliances, peace treaties, etc.

    Minister of Justice:
In charge of all courts of the Republic and is the Supreme Judge of the Netherlands. Handles all cases brought against any member of the Staten General.

    Elections
Elections happen every 2 years a day before the new year starts. Majority vote wins.

Political Parties The Netherlands is split in two political views; the Organists who wants more power for the nobility and that the Prince of Orange is made Stadthouder, and the Republicans who are more liberal and want less power for the nobles and more for the merchants/themselves.

Each player must choose a side, but that doesn't mean that a Republican can't have Organist friends and vice versa. But Organists can choose if they want to be from a noble family (check "Paths" down below for more info).

There are two political symbols in the game. You must post the one you support in your home thread.

    Organists:

    Republicans:

Happiness Happiness shows how much the people like the current Government. A roll will be made at the start of every new year to determine what it'll be, with 100% as the top and 0% as rock bottom. The Government can however change this by passing bills that makes the lives of the commoners better. However, Every bill will lose its worth after a certain amount of years (roll) as the commoners will see it as standard. But removing any bill, expired or not, will decrease happiness. If happiness drops under 50% the possibility of peasant uprisings are likely.

Coup d'état In every game of politics, coups are something that you should not miss out on. For your enjoyment we've added this to the game.

There are two ways for a coup: a military coup and a civil coup.

Military Coup A military coup is, like the name suggests, a coup where the usurpers use their military power to take control of the government. For that, you'll need an army and, preferably, supporters. You can move your army to the Hague where the government is and let your troops storm the Parliament and arrest the Prime Minister. If he is caught then the coup has succeeded and you can take power. If the Government finds out about your plot beforehand, then it can turn into civil war.

Civil Coup A civil coup is only civil in name. This is the more subtle way and involves assassination. You gather your plotters and decide a way to kill the Prime Minister. You can either do it in the Staten Generaal or at a dinner party or anywhere you see fit a roll will be done for the outcome. If the Prime Minister is killed the other ministers can choose to support the plotters or fight them. Fighting them can spark a civil war.

Civil War Civil wars are something that can change the face of the Republic. There will be two sides, Loyalists and Rebels. The Loyalists will be loyal to the Government, while the rebels will follow a single character or a group of people that wants to overthrow the current government.

In a civil war, the fight will be over land. There will be a roll for every region, with the exception of the region where the capital is and colonies, to see where who they will follow. Local happiness with the Government will make the odds better for the Government, while unhappiness is better for the Rebels. The two sides will after the rolls fight over the regions with their military power. If the Loyalists keep winning, the rebellion will fail and if the Rebels keep winning the Government will be overthrown. Colonies will follow their governor or declare independence. The governor can choose to side with the Loyalists, Rebels or declare the colony independent.

In a civil war, supporters of the rebels must change their political symbol in their home thread to this:

    Rebellion Symbol

    • All ministers entitled to 10 bodyguards. They can prevent assassination attempts against your character. The Prime Minister receives 50 Bodyguards.
    • Elections will be held for each office.
    • Republicans can't become Stadthouder.

    Income

    Incomes
    • Each member of the Staten Generaal (all characters) receives a base income of 4000 Gulden.
    • All Ministers gets an extra income of 1000 Gulden.

    Properties and Slaves
    • Each member of the Government can hold certain assets that produce money.
    • Workers can be hired from the "Workers and Slaves" thread for 250 Gulden. Generates a yearly income 200 Gulden.
    • Slaves can be bought from the "Workers and Slaves" thread for 200 Gulden. Each slave give an income bonus of 100 Gulden per year.
    • Workers cost more than slaves, but gives you a bigger income bonus.
    • Prisoners of War can be released, executed, made into slaves or ransomed for a price decided by a roll. POW made into slaves can either be sold with a price of 50 gulden per slave or added to your own farms.

Small Farm: Holds 50 slaves. Costs 1000 Gulden to build. You can only own 6

Large Farm: Holds 100 slaves. Costs 3000 Gulden to build. You can only own 3.

Manufacture:Holds 500 workers. Costs 10.000 Gulden to build. Produces 5000 Guldens per year. You can only own one.

Wharf: Holds 500 workers. Costs 20.000 Gulden to build. Profit of 2000 Gulden. Enables you to construct ships, These can also be sold to the state if they need it and their own are not sufficient(5 ships can be build per year per wharf for half the price of original)

    Military

    The Army
In these times, the army was very different from today. There is a Republican Army, but the regiments are owned and paid for by characters, some however are levied by the state.

Any character with the rank of baron and above can form their own regiment. However, they must have joined the Army and have a military rank.

    There are two ranks:

Colonel: Commander of a single regiment. Baron and above.

    General: Commander of several regiments.

The generals serve the Government, but if a Stadthouder has been elected, he will be Commander-in-Chief of all armed forces.
    Personal Regiments
    • All characters can form their own personal regiment. However, the regiment must serve the Republic.
    • If a character joins the rebels in a civil war, their regiment will follow them.
    • Regiments cannot rebel on their own.
    • Recruitment and upkeep will be paid by their captain (the owner) or State if they are the owner.

Mercenaries Mercenaries are temporary regiments, usually used to fill a gap in manpower in an army. To hire them you will have to sign a contract, hiring them for a couple of years. The quality and quantity can shift greatly between different mercenary regiments.

    The Navy
The Navy is structured like the Army, with a few differences.

Any character can form their own fleet. However, they must have joined the Navy and have a military rank.

    There are two ranks:

Captain: Commander of a single fleet. Baron and above.

    Admiral: Commander of several fleets.

The admirals serve the Government, but if a Stadthouder has been elected, he will be Commander-in-Chief of all armed forces.
    Personal Fleets
    • All characters can form their own personal fleet. However, the fleet must serve the Republic.
    • If a character joins the rebels in a civil war, their fleet will follow them.
    • Fleets cannot rebel on their own.
    • Recruitment and upkeep will be paid by their captain (the owner) or State if they are the owner.

    Trade System

Trade is the foundation of the newly formed republic. Trade will be a very lucrative business with huge profits or huge losses. Both the state and individual players can sent trade envoys to ports around the world. For trade within our own faction you can visit ports and factories in colonies.

    Sea Trade:
When conducting sea trade, you will need ships. Each ship can carry 10 tons of goods. There are two kinds of ships:

    - Trade Ship, a normal, unarmed ship. It costs 500 Gulden to construct.
    - VOC Fluyt, a trade ship armed with 12 guns. IT can protect itself fairly well, but it costs 800 Gulden to construct

    Land Trade:
When trading over land, you use caravans. They cost 200 Gulden to hire and can carry 1 ton each.

The goods below are those who are available for trading.

    Paths

There won't be any specific paths in the game, but all characters will have to choose between being a Noble or a Citizen.

Nobility The nobles are old families, originating from medieval times and have always held a lot of power in the Netherlands. But the Citizens, commoners who have worked their way to wealth and power, are starting to get a heavier voice in the Republic.

If you choose to become a Noble, you start off as a baron. But you can work yourself up to the top. The Staten Generaal can decide through a vote if you should be promoted, but the Prime Minister and/or the Stadthouder can also promote you directly. Only Nobles can become Stadthouder. Even though the nobility has certain privileges, these can be changed by laws IG.
    - Knight: The lowest noble rank. Citizens can be awarded this title for extraordinary service for the Republic, but doesn't have to accept. No bonuses.
    - Baron: A baron is the most common title, as all Nobles start off as one. Only barons and above are allowed to have personal regiments and fleets and live in a castle. Barons get an extra 500 Gulden/year.
    - Count: A middle noble title. Only Counts and above are allowed to govern colonies. Counts get an extra 800 Gulden/year.
    - Duke: A high noble title. Dukes and above are the only ones allowed to have the military rank of General and Admiral. Dukes get an extra 1 000 Gulden/year.
    - Prince: A high noble title. Princes get an extra 1 500 Gulden/year.
    - Prince of Orange: The highest noble title. Only the Prime Minister can award this to a noble. The noble must have served as Prime Minister or Stadthouder. The Prince of Orange get an extra 2 000 Gulden/year.

    Citizens
Citizens are the commoners who have made their way to power and wealth through hard work. They trade and therefore get a 25% bonus for all the trade they do. Citizens have much more power in the VOC, the Dutch East Indian Company. Foreigners that have fled their home country are also counted as Citizens, even if they were nobles in their home country.

    Citizen Bonus
If you are a Citizen and trade and make 10 000 Gulden, you can multiply that with 1,25.

    10 000 Gulden x 1,25 = 12 500 Gulden

    Colonies
Being a huge part of early modern times colonization of course cannot be missed in the RPG!

The Netherlands only 2 "colonies" in the first term of the game will be Ambon and Mauritius.
A small island part of current day Indonesia and the Island of Mauritius , small history of the island of Ambon the Portuguese made it a colony in 1527, in 1600 the Dutch make a pact with the locals for trade building a small village(Factory) for trading. in 1603 the Portuguese mad at the Dutch hold a punishment expedition to get rid of the dutch and punish the locals.
in 1605 the dutch fleet engages the Portuguese and take there fort on the island and secure the Island for Dutch rule.

Mauritius is an Island outside the coast of Madagascar the Dutch landed there in 1598.

to make it more simple in the RPG Ambon will function as a very small colony instead of Factory. Where can be traded as determined by the trade rules.

Colonies are under supervision of the ministry of Colonization, the minister of Colonization needs to keep track of finances and adequate defenses, Each colony can be awarded to a noble as symbol of status. De Staten Generaal can appoint a governor of several Colonies for a more local authority. So a governor can easily govern several colonies the size of entire Indonesia.

The formation of a colony will take place when there are 500 colonist, which can be brought there by ship. if within 1 year this has not succeeded the colonization is failed. Native inhabitants have a 50% chance to attack you(A roll shall determine this), so it would be wise to use soldiers for protection.

Each colony shall generate 10.000 Gulden, which will be added to the state treasury. A governor can withhold this but the state most likely will not like that and take actions.

The last five continental European games have been abysmal failures, explain why yours will not be.

Seven forums is too much to ask for. The most we can do is five.
