Hi all, sorry if this is in the wrong place. Basically I'm wondering if anybody could tell me how to go about changing the modernisation bonus of certain buildings in the fall of the samurai campaign. I would like to play a traditional campaign but the modernisation bonus of things such as railways means it's physically impossible to keep out of the higher tech tree which is annoying me no end.
