    Default Berbers..public order problems...

    okay, so i'll be playing as the berbers in Barb. Invasion and I'll conquer i city. the public order is low, so i say no big deal and exterminate populace. all goes well for a while when my growth rate is abnormally high (somwhere around 6.5-7.5%) and then it starts. slowly, my growth rate begins to decrease. it lowers, and lowers until i've built all the necessary strucures, and i have a low tax rate but still have an incredibly low public order rate. eventually the city revolts against me despite my tries at strengthening the garrison. Is this just part of playing as the berbers, or is this a universal BI trait? i havent played much BI as i still enjoy rtw vanilla quite a bit, and dont know whats going on here.

    Sounds like a squalor problem. Build more sewers/cesspits (or whatever the Berbers have).

    Check out the detailed scroll, see what causes the unrest.
    Are you keeping an eye on religion? Make 'm convert to your religion. Destroy their temples, build your own. Some generals are better left outside of a city.

    This is probably due to the fact that African Roman cities ahve huge sqalour and religious problems, the only thing you can really do is to let the troublesome cities rebel, then re capture them and extirminate the city. Then they will be loyal.

    It seems to be the case with any Barbarian / Nomad faction that having a happy city requires all the factors to be perfectly in order. As the original poster and others say you can take a city and wipe out the populace giving you a town that is cheerful even with a small garrision and high taxes. As the time goes on - you seem to reach a balancing point where you slowly have to notch down your taxes to keep the people happy, increasing you garrison size at the same time. Of course as your taxes drop - more people move in accelerating the need for more garrison and more happiness buildings. Romans can almost always stay ahead of this curve as long as they have money to spend. Non-civilized factions pretty much have two alternatives:

    1. Stay uncivilized -

    Let angry people rebel and sack them gaining experience and taming the now smaller city
    Take enemy cities and hammer them into the ground looting and destroying
    Use whichever handful of your leaders have management skills/influence and helpers to rule a handful of key cities and just don't worry too much about the rest
    Your economy will be feast or famine depending on who you've sacked last.

    2. Go civilized -

    and micro manage the heck out your world
    We all know and pay attention to the obvious triggers of happiness - tax / buildings / garrision
    Look at the details screen regularly to see the impact of unrest/religion/culture
    Get in the habit of periodically moving leaders out of the city or swapping leaders to see if your leader is doing more good than harm
    Don't be afraid to destroy legacy buildings of a different culture and wipe out the culture penalty
    Don't allow enemy agents or armies to linger in your realm.
    Really, Really work at improving the leaders influence and traits. The rest of the factors tend to work towards equilibrium. Its usually only where you have a top-notch governor that you can break out of the cycle of population growth and revolt.
