I just recently started to play R:TW, and I've gotten to the point where I have to attack Rome. The only problem is that SPQR and the other factions have beyond 20 units in a group. How is this possible and can i do it? thanks.

They don't have more than 20. What you're seeing is 9 in the first two rows plus one or two at the bottom.
Things are very seldom what they seem. In my experience, they’re usually a damn sight worse.
