Charles d'Anjou, the French Count of Rouen, arrives across the channel shortly after the other three lords.
A French lord he was, yes, but a Norman one also. The House of Lords would be smart to include a Frenchman or two in the House.

Dear lords of the Realm, I have decided to appoint several High Officers of the Crown. There will be five:
Indeed a wise decision, Your Majesty. With war possibly opening on two fronts...as well as the incorporation of French territories to the English Realm, we will need these sort of men to ensure that the realm is properly defended and administrated.

I have decided that the Lord High Steward and the Lord High Steward shall be appointed by me. The Lord High Treasurer, Lord High Constable and Lord High Admiral, however, shall be elected by the House of Lords.
I have appointed Duke Richard of York as Lord High Steward and Earl Oliver of Kent as Lord High Chancellor
Richard blinks when he is named Lord High Steward of the Realm. Though, despite not understanding why, at the same time he did. Richard and His Majesty were relatives, cousins to be specific; Henry V was descended from the third son of Edward III, John of Gaunt, who was the father of Henry IV, His Majesty's father and predecessor. While Richard was descend from the fourth son, Edmund of Langley through his father...and the second son of Edward III, Lionel of Antwerp through his mother, Anne de Mortimer. It was family connections that possibly gave him the position...as well as his services. Richard bows to Henry V.
I thank you, Your Majesty, for the appointment. I shall serve you loyally and faithfully as your Lord High Steward.

When his name came out of the King's mouth, Oliver couldn't believe what he had just heard, he had been named High Chancellor of the Kingdom. One, if not the most, important offices of all England
If he had known that he was going to be chosen he would have prepared a some sort of speech, but he hadn't anything on his mind but thanking

Your majesty, I think it would be wiser to just appoint them. It would save a large hassle while we could be defending the borders to the north, or putting down discontent Irish.

Of course. I would like to hear your opinions on these matters as they have been on my mind for a while.
I believe the Toulousian Revolt can be handled swiftly while the North is guarded against the rising Scottish threat. Else, we will have to split our attention between the North and South. Best to tackle the current problem in Toulouse and counter the rising problem of Scotland...once Toulouse is pacified, we can move to invading the Scotland and making them understand English rule by force.
Else if we decide to handle both threats separately...Your Majesty should lead our forces in France and while the High Constable leads English forces North to contain the growing threat from across our borders. Teach Toulouse a lesson before returning to do the same with the Scottish. Whatever the response may be, we had best act fast.
