This is most troublesome... it would seem that we need to either capture or kill the Dauphine.

If we beat the Scots and crush the rebellion in France, he will be pressured to aid them with more money. Then the rat will show its face and we'll get it, dead or alive. But a spy to find him and keep track on him would be a necessary precaution.
