How to play RS II 2.5 in windowed (-ne) mode while using bloom effects

Sorry if there is already a thread about this . . .

So every time I tried playing RS II with bloom effects, I've been getting a black screen with green markings (not the GTA stuff) at the upper left-hand corner of the screen with the RSII intro and menu music playing in the background. I've been reading around and several people have posted that the game cannot be run in windowed mode if you wish to use bloom effects - I've found a way that works, for me at least

Before anything, here are my specs:

3.00GHz triple core processor
Sapphire Radeon HD 5770 GPU 1GB dedicated memory
4GB RAM

If I run RS II as the ONLY application running, I can alt tab back into the game and play with bloom effects while also using windowed mode.
If I have other applications open such as notepad or a browser, I have found that pressing ctrl+alt+del to pull up the task menu allows me to tab back into the game and play with bloom effects.
