Happiness
For some reason my cities appear happier without large garrisons, some with only 3 units of town watch. Is this normal, or could it be because they are foreign conquored cities with different cultures?

If they are foreign cities then they need a garrison because otherwise they might revolt against you. Its just sort of what naturally happens in the game when you conquer foreign territories.

no, i know that, what im saying is that as the romans, in say tarentum, i have 5 units of hastati. as i disband them the city actually gets happier going from blue to yellow, and once to green. i did not expect it, and im just wondering whtehr its because it was once an epirot city and the populace dont like us romans, or whether its a glitch or something else

Thats because you're creating a population boom. Improves public order temporarily.
