I think its fair if we recognize secondary actors in a specified theatre of operations. What I mean by this is that in the event of a war in Gaul, the characters residing in Gaul will receive LL points for successful campaigns carried out in Gaul. The main actor (ranking official OR person in personal command) will win 100% of the points, and each supporting character will receive 50% of the points.

This is separate from rules regarding how the emperor gets points.
