Carthage's bastion of old, Hispania, is a work in progress. Although the Romans have carved out a mineral-rich eastern section of Spain, the interior remains firmly in the clutches of barbarian tribes. The fearsome Celt-Iberians have been a thorn in the Romans' sides for many decades. Any governor who could secure the whole of Spain for Rome would certainly go down in history as one of the greatest commanders of all time.
It is rumored that Spain's rich mining opportunities would allow huge quantities of wealth to be extracted from the countryside. Carthago Nova is the traditional capitol of this strange western world. Generations of Romans had been born, fought, and died in this distant corner of the growing empire. Although it has been under Roman sway for many years, it is still very much a frontier.

Constantius uses the Tax revenue to improve the roads in the province of Lusitania I, and Lusitania II.

It must feel like home being a Proconsul of Hispania once more. Africa feels like a phantom to me, a haunting memory of former days of glory that my father basked in. The Proconsular's Palace, where I visited many times as a child, does feel as welcoming as it used to be. Echoes of the past haunting my very moves.

I have heard of a beautiful cousin that is within your family; a jewel of Rome and envy of Hispania I hear. Word had come from Rome about Constantius acceptance of his offer. He smiles lightly at the news before Octavius looked outside at Carthage. Tiberius had been examining the troops and ensuring they were fit and ready for deployment. The Proconsul closes his eyes, sniffing the air of Carthage...a familiar scent he remembered from his days as a child. He also remembered the day of being evacuated from his birth place in order to avoid the Aquilan army that suddenly invaded Africa on the year of his birth.
