I don't play Pahlava, but ... Pantodapoi Phalangitai look like your best shot. Lower Morale, but similar Defenses, and they're a Phalanx. Widespread, too.
I beat back their first attack with ease. Properly employed, E's can be very deadly, deadlier even than P's and Z's, though they're not as lethal as Paula Abdul or Right Said Fred.

Persia offers some armored spear units to use. Besides the pantodapoi phalanx, there are also the Persian hoplites and the Babylonian spearmen.
The Babylonian Heavy Spearman,they are worthy troops to hold the line against some infantry.and then flank the enemy using horse archer and charge them with catapracht

Yeah, if you can recruit them those Shipri Tukul, Kazuto mentioned should be useful for your purposes. Mind you, the first time I encoutnered them they weren't as powerful as I thought they would have been.

By the way, do Parthians get the Persian Hoplite? They might be a decent secondary spearmen, as well.
I've never played a Parthians campaign- they are usually my enemies. But it could be an interesting campaign. Those which do play later in campaign is the Parthian philhellenism reflected?
likewise. I don't know what it is about them but I never gave them a chance until now, even though i've played as everyone else a couple times at least. maybe its just the modern day Iranian government that I reflect on their past. kinda stupid now that I think about it.
they are actually a pretty cool faction as they develop dfferently from the others and are more similar to the Saka only they can build thier cities all the way up the scale.
Well they are able to recruit Parthohellenikous Thureophorous, after the reforms, but no other sign of philhellenism (at least to me).
They look very much alike a new Persian Empire, it is pretty excited to play as them. Next time i'll play them, i won't be too hasty...(Horse archers are devastating for A.I,'s armies...)

I have a Parthian campaign going on (or it was while I was playing EB. Haven't had time or willing to play TW recently). It's pretty much about cavalry fighting until you can secure an Iranian region and do a Parthian reform there. After the start expansion into Seleucid territory, you'll probably be stopped from consuming more of Iran by the Bactrians who will betray you. (The Saka are more dependable) So you will have to deal with them eventually before progressing further west. Right now in the campaign, I've driven the Bactrians to India and I control most of the northern and eastern Iran. Wehn I will continue the campaign, I plan to storm Persepolis, cutting the remaining eastern regions from the main Seleucid realm..
