Oocca and Church of Majora

I was wondering Neph you know how there will have to be a 50% level of Majora worship in Hyrule to summon these factions? Does this mean half the settlements have to be owned by Majora following factions or does it mean that every settlement will require an average of 50% majora worship ?

Also guys any thoughts on how these factions could work in the campaign?

PS: would an oocca archer unit with light arrows be a possibility as a unit?

I'd imagine it would have to be based on the average piety per settlement; otherwise, Ikana wouldn't be able to exist after you rolled over the towns with Majora influence (to test this theory, I cheated, and took over the entire map in 20 turns, and after turn... 55 or so, Ikana started to spawn armies (according to the final version, Ikana starts to spawn when 25% of the country follow Majora. Besides, if they can't start spawning armies without taking 50% of the actual territory, how did they get it in the first place?

As long as at least 1% of Majora Influence is in 25% of settlements then Ikana will spawn. Likewise up that number of settlements to 50% for the Church of Majora. I might change the method in the future, but I'll not know for certain until I put the Church of Majora in the game.

So you're saying it's cumulative? like, if Hyrule Prime has 1% of its population worshipping Majora, and 49 more cities (if the country only had 100) have the same, they will spawn?
