Thread: China 18th National Congress and New Premier Minister.

    Default China 18th National Congress and New Premier Minister.

    China holds its 18th National Congress this week to change their previous Premier with another dude whose name I can't still pronounce.

    Out of curiosity, could someone explain to me if these once in a decade change in Leadership change anything in terms of policy or are just a big spectacle ? I personally have no idea.

    Any change for the South China Sea dispute, economics or anything else for that matter ?

    From reading the description of the past two years it seems that a lot of embarrasing things happened to the ChiComs : Bo Xilai’s highly publicized fall from grace, blind activist Chen Guangcheng escaping, protests and etc. or at least reading from the news it seems that a lot happened.

    PS: From pictures it seems the whole event could be mistaken for cosplay convention.

    As China holds its 18th National Congress this week, with the Communist Party preparing for a once-in-a-decade transition of power, the nation looks superficially exultant. Ethnic-minority delegates clad in their cultural garb smile and wave to photographers; pretty girls throng paramilitary policemen in immaculate green suits; red and yellow plastic flowers abound. Meanwhile, in the provinces, chubby-cheeked kindergartners dress up in Red Army uniforms and sing old Communist songs, and university students line up to form the Communist hammer and sickle. All very good photo ops.

    But China’s blogosphere tells a different story, describing a jittery, paranoid Chinese leadership. The Mandarin word for “18th Party Congress” — shrr-ba-da — sounds a lot like “Sparta,” some Chinese netizens have quipped, and that’s roughly the mood in Beijing this week.

    It's the most powerful positions in the party that underwent several changes since the 80's mainly as a result of Mao Zedong's cultural revolution. The requirements are pretty strict (IE. Must be 45+, PhD, experienced, etc.) and the guy can only serve 2 terms for a total of 10 years which I think is pretty good as it means the guy is educated, experienced, and can't serve for too long.

    The thing is is that it's really a figurehead as he's the face of the party so while he has power (Hu was named the 2nd most powerful person in the world) he still has to answer to the party and in some cases has to act as an effective mediator to make sure everyone's on the same side.

    While the core remains the same since it's the same party the change in president usually coincides with the times and some changes; IE. Hu putting in policies to remove taxes from farmers, more balanced development in China. So every decade there are changes that follow.

    So it's not a spectacle because changes do follow as the party looks to update itself and as you pointed out, the new guy will have a lot to work with.

    Chinese politburo policy evolves; ten years allows stability, a chance for the next generation to take over the reins, and prevents a single person from dictating the fate of the nation, since the system reminds me a lot of the Collegial one practiced by the Swiss government.
