Is there any way to stop computer faction from moving capital?

I'm playing EB with Alexander EB submod by Maksimus and find it very strange that Carthage is always moving capital to another city after 10-15 years of game without any serious reason. I find this is quite stupid. Is there any way to prevent computer from doing this?

the usual reason is that they expand and move their capital to the centre of their empire. for example Rome moves into gaul and medolium becomes the centre of the empire. carthage takes all of north africa and kirtan is the centre.

i know almost nothing about modding but i believe that you cant really do anything to change this.
