Ive went a bit over this before but i want to extend it a bit more.
What i suggest is events for Isengard, and the split of the Dunlendings and Isengard itself, so its 2 factions instead of 1, ill go over that later.
Ill go over my suggested events.
First off, Rohan and Isengard should be at peace and Isengard shouldnt have Uruk-hai straight from the beginning, Isengard should start off with Orcs and Snaga, this is were this event chain comes in.
Isengard should immediately start off with a mission to conquer Fangorn, after the mission is completed, Special Buildings will be available to be constructed in Fangorn and Isengard itself, both of these buildings will be pre-requisites to a later event.
Second Mission should be to conquer the Dunland Lands which will be Rebel Provinces, once the player has conquered these lands, he has 2 choices, Give Dunland their lands back in exchange for units each X amount of turns, Dunland will be independent and will have an Unbreakable alliance with you, 2nd choice is to just leave them be under your control with some consenquences.
Once the player constructs the buildings for the event and has conquered Dunland Lands and made his choice, the next event will come in, Uruk-hai can be build now from Isengard and conquered provinces provided he has the culture and barracks to recruit them, and this event will also speed up the recruitment of Orcs and Snaga by a big amount.
Next the player will get a 3rd mission to move Grima to Edoras which will slow down the recruitment of Rohan and will see the disbandment of most Cavalry until rebuilt, next, the player should get a missions to conquer Gineard, Foldburg and finally Hornburg respectively which should be difficult to conquer.
Once Hornburg is under siege, Elves and Aragorn, Gimli and Legolas will spawn in addition to the Garrison Script units to defend Hornburg and the player will get a special Sapper unit after a few turns of Siege which he must use to blow up the wall of Hornburg, the player cant assault Hornburg until he gets the Sapper Unit, if he fails to destroy the Hornburg wall with the Sapper unit, the battle will be a lot more difficult than Normal.
Next, an Ent army should spawn under the control of Rebels which sole purpose is to take back Fangorn Forest and destroy Isengard, if these are done the areas will come under the Control of Rohan.
Finally, if Rohan has gotten a Gandalf event(which should appear the turn the player has gotten the Sapper Unit and assaults Hornburg, the reinforcements will take time to come), An Army will spawn under Gandalfs control with Rohan Cavalry to relieve Hornburg, if the relief is successful, Grima is Killed and Rohan will be able to recruit units normally again.
All of these events will help the player get a more immersive and fun expirience when playing Isengard. Of course these should be optional.
