I am just wondering. Are there cities that cannot have walls?
Sparta did not have walls IRL (it has in EB), but yesterday I saw no possibility to build them in Mytilene (or is this just temporary after a capture?).

There are no restrictions for wall building like that.
That said, the government level affects the possibility to build walls. You can't build stone walls in lvl 4 government settlement.

I'm pretty sure that stone walls are affected by town level only. You can build stone walls in large towns but not small townsOriginally Posted by The Kybrothilian

I'm pretty sure it's possible to prevent a region from having walls, and some factions cannot go beyond a certain level of wall. I think that wall size is also somewhat contingent on Settlement size or government level as well, but I am not at all certain on those.
I beat back their first attack with ease. Properly employed, E's can be very deadly, deadlier even than P's and Z's, though they're not as lethal as Paula Abdul or Right Said Fred.

You need to complete whatever government structure you want before you are able to build walls I think

You can build the largest stone walls with Level 4 govt type.... as long as you have the right size city (not sure if it needs to be minor city size or not)....
It works for the Makedonians anyway.... not sure about the barbarian factions as I think some factions are prevented from biggest walls.
