Retraining some of the special units

If event-only units such as Steam Tanks and Bright Wizards are hurt, how do I replenish their numbers?

I think you can't...

You can train some units at high tier buildings, like Witch-hunters, and Warrior-Priests, but Steam tanks, Mages, etc are unique one time units I think.

I think that as long the general that came with them is alive they replenish slowly, but I could be wrong.
Right now I can't remember if witch hunters are trainable or not. I think they are not trainable but you can replenish them if you have the highest tier temple on the city or something like that.

You can retrain all Unique Units. See this post by Timorfeys for a complete list:

With the top tier temple for Empire, you can even train new Priests of Sigmar and Ulric once you have their generals. At least it happened to me while I was playing Averland recently, idk if it's a bug though.

no, in my reikland campaign i can retrain both priests!
