Do you mean the installer? ... if so then you may need to manually guide it to your Rome TW steam directory ... Should be some thing like this: Program files (x86)/steam/steamapps/common/rome total war

Did you use the Steam install instructions as specified in the FAQ? If so, when does it go wrong?

I did use the steam instructions but it's alright. As it turns out I don't need to use the launcher. All I had to do was switch it from " RTW, to RTW: BI ".

Just restart steam .

This might help to make the problem disappear permanently if you're using 64bit windows.
