Navy Replenishing So Slowly.. What's the Point?

So, I have my ships docked in port, hoping they will replenish, but it's SO slow, or perhaps it's not even working? I haven't been paying exact attention, but after several turns I began to wonder, what the hell? Those ships don't look like they've replenished at all!

So last turn I memorized the numbers, and there was NO change after the turn. This is for 3 different ships docked in 2 separate ports.

Am I doing something wrong? Or is it just really that slow?! I mean, it's SO slow it's pointless. One might as well just scupper the ship and buy a new one, because it's just a useless drain on upkeep fees for a useless ship sitting in port..
