Unable to select faction in 1 turn with BI.exe / Kill Ratio

Hello guys,

If I launch RSII with the [One-turn campaigns] and [RTW BI.exe] there are no factions available in the list.
In the [Select your faction] screen from the launcher I can see all factions in the 0 turn campaign. However, for the one turn campaign submenu if I press [select a faction] I can only select One turn campaign and Rome One Turn..is this correct?

Furthermore, if I select one turn campaigns and use the RTW BI.exe and start RSII I can't select any faction from the menu once I press Imperial Campaign [it says: no items in the list] or if I press One turn campaign I can only play as the Romans..

Using the RTW.exe I can select factions in 1 turn mode the way it should be. I started a new campaign, saved the game and then returned back to the menu. Now, using RTW BI.exe I can continue this save ..is this how it should be!?

I followed the installation instructions, put RSII is in a copy of clean RTW install and I play without steam. I previously had no trouble with any of this with 2.1a (and 2.2 i guess?) ~

Second point: the kill ratio for units is very low. I'd like to increase it with say 10% or any other amount for all units. How can I do this? I know there is a leathality or kill ratio factor somewhere, is it possible for to increase this for all units via excel for example?
