They are part of the imperial reform. They are also a bodyguard unit, which is why you can't recruit them in the campaign.

Probably with export_descr_buildings to make the unit recruitable ?

My AAR for VGRII-AQUILAE
Go to the export_descr_unit, search for them,
and in their attributes, change "general_unit" to
"general_unit_upgrade".
That should do it.
EDIT: Some EB players, myself not included, disagree with this change, as
the unit in question appeared first after the Empire was born.
The change you are making would make them available some time before that time frame.
I personally believe that, firstly, they need said unit for gameplay purposes, as most of their
cavalry is sub-par, while the Singvlares are actually pretty good.
Secondly, it's a change that people don't have to deal with if they don't want to, as it's not
default in EB.
Finally, it could be good for role-playing, but I wouldn't know, I'm not THAT into TW games.

my reasons are purely aesthetic as it seems out of place for my generals in the marian era to still be riding around in republican armor and still wearing those Corinthian look alike helmets which in reality they probably only wore in triumphs. I only use my generals in battle as a last resort
