Independent nations and politics.
Hello i am new to the site and i hope you will forgive me for any errors on my part.
According to reports on Rome 2 we will be allowed to play as any nation we want. But what about the cities and states that do not belong to any particular nation? My idea is to have them as powerful alliances or groups who unlike larger nations or empires fight harder {or Perhaps more patriotically},longer and are less likely to give up fighting. Possessing their own culture and traditions and troops.
In order to win them over or to ensure loyalty, after we conquer them, we should be able to form a treaty or alliance that appeases the masses or gives them some rights that will over the course of allow citizenship. Or use more brutal and cruel ways to keep to keep them down.
This does not have to be so only for small nations. and this could also allow scope for diplomacy within a nation itself. For example we could allow a annexed region to keep a ruler or governor from that region itself to keep the locals happy. During civil wars [if they are in the game {they should be
}] we could put this to use.

Nations like Armenia with large and glorious history would be more likely to revolt or protest against a new ruler.
