I even have American trade Quarter. Western powers import resources from me but for unknown reason, my people don't import resources from them. I am in need for cotton to build some factory/manufacturer. In the trade window, it shows import column as blank. My port is not blocked. Is this a bug?

It sounds like a bug to me. Are you sure your trading port hasn't been damaged in some way?

Yes I build a bunch of trade port and military port in other provinces. I destroy the original trade port and American quarter in my capital to force the the foreign power to trade in other ports. They do move their business else where but only to import resources from me. I have no way to import machine parts and cotton from them.

I've been fiddling with the save editing to try and see if I can forcibly add cotton to imports, but honestly, I've got nothing.

I was under the impression that the Western Powers just don't have cotton to export...
but I'm sure they have Machinery, and it says on your trade screen pic that you don't have access to that either.
How can you even trade with all three? I thought you have to choose one.

Cotton is only imported from western powers. All three are traded with (theoretically) if you have a trade district, allying with one just gives access to their ships and marines.
