One particular thing that stop RTW from being fun when you fight an enemy twice or thrice is that the enemy faction rarely have the genuine ability to rebuild itself after a major defeat.
The way it is set up in previous games, it is so easy for the players to defeat the AI once and for all. As the AI never surrender or shift their focus away from the player, confrontation between a defeated faction and the player happens way too fast for the AI to rebuild itself.
The AI should not only know when it is beaten, but should also have the basic programming to go for other lands once they were defeated by the player. Like how Carthage attempt to rebuild itself by shifting their focus from the Italian peninsular to the Iberian lands, the AI should look for other targets and new lands to conquer if they lost a war against the player.
If the player as the Romans defeated the Persians? The Persians should make agreement not to expand toward the Roman Empire, and focus more attention to conquering lands and factions towards their east. Another way perhaps is for the AI to be more defensive minded if they lost a war against the player.
Instead of waging an open battle against a much superior army, the AI might want to focus more attention on making MASSIVE improvement to its fortification.
This means during the rebuilding process, the AI should know better than to make any threatening move towards the player faction. They should make attempts to please the player, either by sending tributes, honouring agreements and providing men to the player.
