That menu background does seem rather HRE specific, and I guess it's something he's added manually or via some submod, for this HRE campaign, and not a default background for any SS version.

I asked the guy if he used some submod or smth and he just offered me this plain answer "You might want to ask on the total war center forums, it's where the mod is 'based'."
