Installing Steam, stuck on "next"

So I recently got Shogun 2 and had to install steam onto my computer. I've created the account and everything, but I'm stuck on

"You're all set....blah blah right click on this icon"

but the icon isn't there, and steam is stuck at 99%....I tried restarting the installation process, but the window stayed there the entire time, I can't get rid of it!

Have you tried changing servers in Steam?
Have you tried restarting Steam?
Have you tried restarting your computer?

I can't even open or close steam :/
restarting my computer didn't help, so I'm just reinstalling steam to see if it will work this time.
What do you mean by chaning servers?

well its installed now, but looking around the forums I've seen some pretty bad

happen at random to some people, any way I can prevent problems in future?

Not really. It picks its spots.
In msconfig, I have Steam unchecked in the Starup tab and I use the Steam desktop icon when I decide to get on Steam.
Personally, I despise cloud computing, period.
