Get rid of it, It has been and always will be unbalanced.
example of this,
on shogun i destroyed a veteran army, next thing i know late game another level 9 army started spawning ....not being funny but isnt it unrealistic lol

I disagree! It would bring chaos into the terms of new technology the peoples of the ancient age acquired.
It is a must to research vital things i.e. diplomacy effects, farming tech, different setups of lorica armor, marian reforms, naval guidance, religion, infrastructure and much much more.
I personally want to see three tech tree split into these categories army and naval tech/infrastructure and public tech/trading, diplomacy, religion and merc tech
And where you have academy there you set philosophers, scientist and so on to research. Similar to ETW but better and reasonable system

"See that they are well supplied with beverages, with their drink avidity satisfied by giving them as much beverages they want. Then they will easily get defeated by their lust of yeast as by roman arms" Tacitus, Germania 23
I'd prefer a NTW system where we have enough techonoglies to fill up one panel, instead of needing three full tabs of technologies.

Arguably, NTW represents only a couple decades (actually, less than that) in real life terms. Rome will represent more than 2 centuries...
Then again, tech development was pretty slow at this age. I guess, we could have a tab full of military research topics such as "a shield with Venus' head", "a shield with Mars' head"![]()
It would be pretty cool if a city on the world map could get some kind of "World Center of Knowledge" status. If the scientists are re-entering the game then they should go to this city to gain a faster tech rate for their faction. And the owner of the city should get an increased tech rate for each scientist that occupy it.
I really like the idea of E:TW system of having people research stuff, but with more depth indeed.
Well only things we know:
There will be a tech tree
Every faction will have their own
We know that every faction will have its own?
I just went to check this again and turns out i was 50% wrong

We really want to push that variety in different ways, with variance in tech trees for barbarian cultures, and other cultures as well.” - i assume that means every culture will have their own tech tree
What would you suggest to replace the tech tree?
War is Hell, and I'm the Devil!
The problem is most of those things you suggested, fall into a kind of "And the winner, wins even better" kind of thing. Tech trees at least allow even smaller players to find a way to gain an edge, instead of the larger ones just having an advantage by simplying being bigger.
There could special bonuses/perks for small factions, peaceful factions or small factions under big pressure its not necessary that these bonuses apply only to the largest factions. For example not being in war for a long period could generate big trade profits since traders look for peaceful locations, city wealth could generate quicker, population is growing quicker, buildings are being build faster etc. all deserving to stable and peaceful state policy. Small factions could also have very low unrest - people support their government. In time of foreign invasion they would get more garrison troops etc. in fact they would heavily really on garrison troops in time of need and ofc diplomacy.
War is Hell, and I'm the Devil!
Now correct me if I'm wrong.. but this is mostly from AI aids, not from the tech tree.
So...?
Yes. *tech trees* are always, invariably awful.
Technology should be determined by geography (the location of your empire) and your culture. The player wouldn't have an option to "choose research" through a panel because it's completely nonsensical.

ive allways seen research time as how long it takes to implement something new, which makes sense, because if you develop a better weapon, your 20k army doesnt have them the next day, it takes time.. ofcourse you could find a few examples in which that wouldnt work.. but meh
I can see where you are coming from with the issues with a tech tree, but I feel like allowing only certain techs to be unlocked to be available to be researched after a certain date would help to lower the playing field.
