Cannot create settlement?

Hey, I was adding regions in Italy, then when I played the campaign, it went back to the single player menu. I checked the log, and it said this:

could not create settlement at script line 272.

I've checked my maps, and the city is not touching water, mountains, or anything that isn't flat medium fertile land. I have no idea what is wrong with it, so I decided to post the problem here. Here's all the files that are needed:

Hi,
that may belong to some different problems ...
1. Whenever you work in the data/world folder, you have to
delete the a file called map.rwm in the same folder the map_regions is in!
2. If you did already, check if you
--> gave the province & city a name in the data/text/imperial_regions_and_settlements file
--> your province is land locked & you gave it a harbor in descr_strat

3. If the problem still exists, try another color for the province or replace the city on point in any direction
