Not sure if this been suggested, or if it's already implemented, but I a player should able to bribe an enemy spy. In RTW I noticed that Diplomats would suddenly defect, but spys never did.

^ i think it was monks but the ninja never joined my side when i converted them they just went awayi wan them as double agents
