Qarthadasti buildup on Sardinia
Greetings EB fans. In a KH campaign the Qarthis have been ominously piling up forces on Sardinia via amphibious landings for about six years now. Yet they haven't attacked despite overwhelming force. What gives?
Bear in mind there are only three cities--one in Iberia, one in Krimea, one in Libya--remaining to meet the victory conditions (according to the "?" flashing cities routine). Should these stacks be left alone, or what? Thanks for your kind attention.

Hmmm. Interesting. 
Well, what I'd do is to ignore it, as if they are just standing around there, then why worry. I'd suggest to beef up the garrison nearby just in case (but that will unnecessarily hamper your treasury).
I'd suggest against attacking them, as it may provoke them to actually claim that settlement (unless you KNOW that you can certainly smash those three stacks). Just try to focus your army on securing those last few regions quickly. Attacking them here if they aren't doing anything would be a waste of men.
If you are at war with them however, this can be quite the concern.
But that's just my two cents.

Yeah, the AI often likes to gather stacks near your settlements and leave them there for a long time. I guess they're waiting for you to fight someone else, or move most of the garrison away.

Yeah, better let sleeping dogs lie. In the meantime might as well see about them three cities. But Iberia is so far away, the Lusotanni are proving most unpleasant while the Aedui are threatening to cut my tenuous coastal supply line. Life ain't easy in the EB world!
Update: Fate has played a cruel trick. A transport destined for Anatolia was attacked off Krete by an AS fleet and driven towards North Africa. To salvage something from the expedition their captain ordered the troops to disembark and lay siege to Kyrene, even if the attack was premature. Naturally, as soon as they did so the Qarthadasti around Karali sprang into action, laying siege in their turn. Plus there's a modest stack in Anatolia (the caption is wrong--they weren't teleported, they were bribed).
