    Default Saka reforms help

    Hello, I'm sorry if this has been asked thousands of times before, but I'm currently a bit confused with the Indo-Saka reforms, in particular which settlements I can build the Allied Government building.

    The settlements I currently own are:

    Chighu
    Marakanda
    Alexandreia-Eschate
    Antiocheia-Margiane
    Alexandreia-Ariana

    Baktra
    Kophen
    Taksashila
    Oriana

    The last four are settlements I've already gotten the allied government building in. I know I can't build them in settlements that are marked as Mixed or Nomad. Are there any settlements I'm forgetting?

    I've already got Taksashila. The thing I'm confused the most about is in most of the settlements I've listed that have the 'Saka Reforms' building, I can't build the Allied Government option. I only get Nomadism or Pastoralism.

    Hmm the only information i found it this.

    Allied Government is only available in regions without both "Nomad" and "mixed" hidden resources.
    You can only build Allied Government in regions that don't have the "Nomad" or "Mixed" hidden resource. There is also a minimum settlement size for it, the second smallest (2000 people?)
    In order to build an Allied Government, you need to destroy the previous government building, build the Military Occupation (it is a requirement) and then the Allied Government building.
    If Allied Government is available, I think it'll appear as an option to build as soon as you demolish the old government. It can co-exist with Indiginous Settlements (for extra law), but not with Migration, Nomadism, or Pastoralism.
    Allied Government allows you to build native barracks to recruit native troops and also makes a Client Ruler to spawn.

    From the EB manual: -You must hold Baktra, Marakanda, Alexandreia Eschate, Antiocheia Margiane, Alexandria Ariana or Taksashila for 4 consecutive winters.

    I did that. The reforms are pretty easy to get. You should get a Saka reforms marker within your cities.
