    Default government issues

    while playing pahlava you can only build type 1 and 4 (parthian colony) or you can build the other types too?
    if the answer is yes, how can you build them?
    finally, i started to build type 1 in zadracarta, profthasia, mariane and ariana but i cant build settled aristocracy in margiana and ariana. the icon just desnt exist
    any advice will be welcome
