I think Rome Total Realism has a unified Rome (All one faction instead of 3 families) and a powerful Carthage.
Terrae Expungdae (no idea with spelling lol). Well TE 5.1 by Lusted has a powerful Carthage as well (also unified Rome).
Alternatively, you could edit the early Carthaginian troops so that they are much stronger as their early infantry is awful and is why they are a push over at the beginning. It is pretty easy to change these stats. You can do it using notepad by editing C:\Program Files\Activision\Rome - Total War\Data\export_descr_unit.txt
You simply increase the defence and attack ratings for these troops (such as militia and iberian infantry). Alternatively you could edit these stats using a unit editing tool.

editing unit stats is so easy that its not worth using an editing tool. Just go to export_descr_unit, and viola, there are all the stats. Just put in what ever numbers you want.
