Building a rig, suggestions?

So I was thinking of building a rig that could run the latest games, which is to say Shogun 2 and such, cause I would really like to play Rome 2 effortlessly when it comes out. That said, I dont has lots of money, So i was hoping that you guys could suggest the cheapest yet most efficient parts you can think of, dont ask for my budget, just suggest what you consider cheap and awesome. In dollars please
