    Default Public Gallows

Hi, I was trying to find a information on this, but I failed.
I can see the description for it, and I do not like the -5% in happiness, which in turn reduces population growth. I also do not like the -1% religion conversion for new regions. As a result I never build the gallows in my castles.

Is there anything I am missing? Anything that would make me want this building? And are there any upgrades, besides the first tier? I've never built one, so I don't know

Personally, I only build the gallows if I have problems with riots. As soon as the settlement has calmed down, I build other public order/happiness buildings and remove the gallows. The gallows are particularly useful if you use "longer assimilation", because you cannot build anything during the first turn after taking a castle, and the gallows take only one turn to build. So you have a building to possibly prevent a second turn of rioting, which would usually cause rebellion and loss of the castle.

When you explain it like that, I get it Thanks.
