Once I setup a Guild HQ, I never receive an offer for a Masters level

I am playing as England and looking to guild-hog, I have the headquarters for thieves, assassins, merchants, explorers, and theologians on the British Isles - however, even though my masters guilds were upgraded to HQ, my low level guilds never receive the offer to upgrade to masters (even though I don't have a masters level of the guilds anymore).

I was told before that you could have a guild upgrade to masters once an hq was present, but I cant seem to make it happen. Any idea what could be going wrong?

It was my understanding that guilds worked like this:

Minor Guild House- 1 per settlement (max of 1 type)
Master Guild House- 1 per faction (can have 1 of each type)
Guild Headquarters- 1 worldwide (if you have the HQ in a city then that city previously had the Master's Guild house, still occupies the 1/faction)

Not sure if this has changed in Stainless Steel or not!

I am pretty sure there is a limit on master guild houses as well.
Not 100% though.

The Masters should transform into the HQ... that's like masters+1... can only have one masters, so thats that.

The only way you could get a seperate masters guild of the same type after you already have the HQ is if you take over an enemy settlement where there happened to be the masters guild.
