Default User Account problems in Windows XP Home Edition

Since my friend isn't too tech savvy and likes to go to to risky/risqué Websites, I demoted his Account to Power User. Well... now the Administrator password isn't being accepted. Neither [BLANK] nor the actual password are accepted; I know the password, and its recorded. The Ophcrack Live CD says the Administrator password is [BLANK]; and deleting the Administrator password with the Offline NT Password & Registry Editor wasn't succesful.

Ironically, when I boot into Safe Mode and use the Administrator password, it is accepted and I log in to the Administrator account but don't see the default Account in the User Accounts applet. Why does it not appear? How can I repair it?

I use Offline NT, it generally works pretty well:

The Administrator account password is accepted when logging in to the account in Safe Mode, yet it isn't accepted in Normal Windows Mode. How would you use Offline NT to correct this error?

Would you use it to unlock the Administrator account? Or would you promote the default account to Administrator?

I have learned you can't demote the default account on a Windows XP Home Edition system.
