The BC Team said they estimate it to be by the end of September. We still have almost a week. I have not heard them say (or saw them type) that this timeframe has changed. So as far as I know, it'll be done in a week.
If not, I'll wait some more.

Somehow I can understand you that you hope to get an answer that its a release not far away, but come on, in another thread (just like this one) Wudang said they would like to release it til end of september, but they all have a life, family, job/school and nothing goes as it is planned. So the best way is just to play one of the great mods out there (or BC 2.3) and surprisingly one beautiful day BC 2.4 will be released.
I can only tell you that we won't make it for the end of September, and that we will do best to release 2.4 this year. We are progressing nicely, so don't worry and have patience.![]()
We haven't even seen the promised preview yet, that we earned with blood, sweat, and wasting time at work pouring over maps trying to guess those 5 factions.

Is 2.4 gonna use '3.0 preview EDU' as it's basis for unit stat logic, or be more like the 2.3 release?

So, regarding blacksmiths upgrades on a campaign; would melee only units be eligible for +4 to melee attack upgrade (+1 weapon, +3 exp, whereas 'ranged primary' units are eligible for +3 melee (+3 experience only)?

Blacksmiths don't work in BC past the 2nd tier or so, and the bonuses are very small.
I never liked this, I would rather have buildings do something useful or interesting, give a reason to build them and have something to do on the campaign. But after getting used to it, there is something to be said for minimal weapon upgrades. I would increase them a little, personally and allow for minor armor upgrades as well.
It was, afterall, a time of great arms race. Another approach to usefulness for these buildings would be to simply require higher tier blacksmith buildings to unlock some later units that have new, heavy armor styles.
Actually the weapon upgrade does not give +1 attack, it gives +3 attack.Most mods don't use it because it is very illogical. I modded weapon upgrades out of my game because of this. Since the BC campaign goes from 1174-1400, the armor buildings could have been used to represent what type of units could be recruited from that particular settlement but alas BC removed armor upgrades. Technically they have no purpose now so the BC team gave it a weapon upgrade capability. Even if the campaign ends in 1300 (it will in BC 3) you still should have armor upgrades because many if not most of the units in the beginning of the campaign were not wearing the same armor by the end.
