Yes but I've never been able to do it partly because I simply couldn't be arsed and put up with it. The solution is in descr sounds_accents, it lists each accent and which factions use it. i.e.
accent East_European
factions kievan_rus, russia, poland, hungary, denmark, norway, lithuania
I presume there are other files you need to edit like deleting events.dat/dix (its a sound change so it seems logical), as just changing the factions around doesn't alter the game.

Yeah, only changing the descr_sounds_ accents didn't do anything. Do you know exactly which other files must be altered/deleted?
And on a related note: in another mod I am playing there are untis with both one-handed and two-handed melee attacks. How can i disable one or the other?
Well as long as you've only changed the accents deleting the event.dat/dix can't hurt (just back it up) as it will rebuild itself when you start the mod.

Yeah, would sound better if they had English/German accents.
You also have to go to each unit in the EDU and change its accent.

What you said is for the campaign map, what I said is for the battle map. "Heavy infantry!", "Knights!" and stuff like that.
Sorry for necro'ing an old thread, but if I understand correctly, I go to descr_sounds_accents and change that, then to the EDU and change those? And that's it?
