Default Changing Population Requirement for Upgrading city/castle

Hey as the title says, I am wondering how to change the population requirement for upgrading a city or castle. Like if in a mod the village has a requirement of 1000 population before it can upgrade to a town! I want to be able to change that, but I cant seem to find it in the files...

Ah thanks a lot mate, but I have one more question though, take a look at this in the mechanics file: <level name="wooden_castle" base="2500" upgrade="7500" min="250" max="8000"/>

With max=8000 do they mean that if it is not upgraded then it will either rebel or automatically upgrade?

It means that your population will not expand further at that level. It has to be (obviously) higher then the 'upgrade' number.
