What I would like to see for AI factions is for them to reflect the personality of their leader at the time.
For example:
A King looking to seek glory and honour would be more likely to be more aggressive declare wars and raids.
A mad/unstable King would be more likely to be cause a faction civil war or be asassinated.
A frugal King would look to improve trade and the economy and likely raise taxes.
A King that prefers the finer things in life would spend money on expensive luxury projects and leave the factions military lacking funds, causing a drop in morale.
Corrupt Kings, would be a tax on the faction coffers.
A soldier King would improve morale of its military and increase its fighting performance.
And so on. This would make the AI more interesting, versatile and fluid.
