Yes, a fee... I am willing to pay a fee, but at the moment I am severely lacking in funds and have barely enough to get my business started. Should the fee be very high I would have to make some kind of payment plan so I could pay you back as I earned the money. Along with that I would be very much willing to add an additional lump sum onto that for the use of your port.

Alright, now before I leave with this agreement in hand I would like to talk about my payment to you. For the use of your port for a period of Five years and these Letters of permission I think the price of 1,500 Dragons would be acceptable. This amount would be paid in either a lump sum during the period of Five years where I have use of your port, or paid in installments during the same period of time.
