    Default Administration costs problem

I have a problem with changing the administration cost in the game.
At first i added to mymod.pack(pack file type movie, i dont know if this matters) file campaign_variables from main.pack.
And here is the problem : even without changing anything in the campaign_variables when i start a game the tax value is 0% in every province.
Strange because it looks like this in my capitol
    Upper class tax rate 15%
    Lower class tax rate 15%
    Government building 20%
    Effects of political system 3%
    Administration costs 1.$% O_0
    Total tax income 0%

I would be very grateful for help.

i would say something has buggered up if this what appears in game (Administration costs 1.$%) (with the dollar sign), it is probably like on a calculator when you type in the wrong thing and you get an error screen id say this is a similar thing.

if you remove your mod.pack, does it return to normal?

Yes, if i remove campaign_variables from my mod file it does return to normal.
Solving the problem is very important to me because it brings my empire into bankruptcy.
