In ETW, Creative Assembly implemented the system of different political system for different countries. You can choose between a Republic, Absolute Monarchy and a constitutional Monarchy. Each political system have its owns perks and disadvantages.
Could we see something similar for Rome II? The Romans should be allowed to transition from a Republic to an Imperial system. Even under the Imperial system, there should be some elements of variation, with you starting off as a Principate (the political system under the Juilo-Claudians that allowed the Senators to have some say) and a Dominate (where the Emperor's word is law and no senate nor aristocracy can dispute his words).
A tribal faction should have their own uniqueness as well. You should be able to control the barbarian factions that consist of different tribes as a confederacy. This means the players might have to war against his own factions to ensure all the tribes listen to the dominant tribe. The same should apply to the Greek City states, where you have to keep the different cities in line, even when you have conquered them.
CA should also look at the different kinds of alliance that exist in the modern world. How Roman treat their allies is different from how an 18th century nation or a modern nation treat their allies.
Usually, an allied state have no say when it comes to wars, and those states have to allow Romans to take control of their armies. In a sense, many of those allies more like vassal states as opposed a full fledged ally of equal standing.
